The high value data passing through your network can potentially be scrubbed without best practice fiber inspection and cleaning. A one micron diameter speck of dust obscures 1% of a 10 micron fiber endface, resulting in about 0.06 dB of additional optical return loss. While this degradation of link budget might have been acceptable across NRZ-based 25 Gbps links, it is unacceptable on reduced immunity PAM-4 based 100+ Gbps links.
